Reports of a single vehicle off the roadway and subjects trapped. Chief 4 arrived at 16:27 and reported all occupants were out of the vehicle with no entrapment. Chief Cooper established the command. Squad 4 arrived, located the driver and secured the vehicle. The driver refused care on the scene. Units cleared at 16:42.
